Deloin Causey was born in Atkins, Arkansas, on October 6, 1940. After a brief stint in a meatpacking plant, he worked for the Little Rock Police Department for two years before joining the Arkansas State Police in 1966. After being stationed all over the state, Causey transferred to Fort Smith in 1978, where he served as a captain until 1988. During his time in Fort Smith, he led the state police response to the Cuban Refugee Crisis at Fort Chaffee. In 1988, he was promoted to major and was transferred to Little Rock. He retired from that position in 1996.
