Perry Mikles was born in Fort Smith, Arkansas, on December 1, 1946, and grew up in nearby Booneville. After attending the University of Arkansas, Mikles moved back to Booneville, where he became known as an avid outdoorsman. A lifelong Democrat, Mikles notably lobbied for Governor Clinton’s education reform bill in 1983, and he campaigned for Clinton in his gubernatorial and presidential races. In 1985, Governor Clinton appointed Mikles to serve a seven-year term on the Arkansas Game and Fish Commission. During his tenure, Mikles was instrumental in creating the Blue Mountain Special Use Area, which now bears his name.
