Connie Nowell was born in Fort Smith, Arkansas, and grew up in Mountainburg, Arkansas. She received a doctorate in education from the University of Arkansas. In 1965, she took a position with the Arkansas Department of Education, where she was working when Governor Clinton called a special session of the state legislature on education in 1983. In that session, Dr. Nowell helped draft legislation to implement a testing program for teachers. Clinton would later recruit Dr. Nowell to work in the governor’s office on education issues. After leaving the governor’s office in 1988, Nowell worked for the Migrant Student Record Transfer System. She currently serves as the Director of TRIO programs at Arkansas State University – Beebe, a position she has held since 1993.
