Bob Scott was born on October 6, 1933, in Rogers, Benton County, Arkansas. Scott fought in the Korean War in the C Battery of the 936th Field Artillery Battalion of the 142nd Group.
After completing his military service, Scott attended the University of Arkansas School of Law and was admitted to the Bar in 1958. He started his own legal practice in Rogers. In 1967, he worked in the Winthrop Rockefeller administration as a legal advisor on prison affairs. He later became the commissioner of revenue.
An active member of the Republican party, Scott served as the chairman of the Pulaski County Republican Committee and general counsel to the Republican Party of Arkansas.
