Ginger Kay Croom Beebe was born in Little Rock, Pulaski County, Arkansas, on September 3, 1949. Adopted at the age of four, she was raised in Searcy, White County, Arkansas.

Beebe attended the University of Central Arkansas. With her husband, Mike Beebe, she raised three children. She has volunteered for numerous organizations, including Beta Sigma Phi and Central Arkansas Hospital Auxiliary, and devoted her time to local schools and churches.

As the First Lady of Arkansas, Beebe championed Arkansas artists, promoted literacy, and advocated for the families of those who suffer from mental illness. She has served on the boards of the CARTI foundation, the Women's Foundation of Arkansas, and the Arkansas Discovery Network.
